That's a rather kool Japanese hiking trail improvement. Rather than destroy wetlands by letting folks hiking willy-nilly through the muck, Japan puts up twin elevated plank trails so hikers don't collide or destroy the ecosystem by stompin'.
(However, your wooden trail is just another public works scam since there's a slightly elevated service road to the left of the wooden eco trail.)
