Photos of this jiji "schoolgirl" has been posted here a few times over the years but now here's the rest-of-story about this セーラー服おじさん ("Sailor Uncle").
tl;dr
Born in 1962, his real name is Hideaki Kobayashi and he has master's degree in Mathematics from the Waseda University. In his dayjob he works as a software engineer in image-processing.
