4 nightclub operators arrested for allowing dancing
CRIME OCT. 22, 2013 - 06:45AM JST ( 25 ) TOKYO —
Police said Monday they have arrested four operators of a club in Nishi-Azabu, Tokyo, for allowing patrons to dance, even though the club did not have a license.

Fuji TV reported that Bar MUSE manager Yuki Takano, 37, DJ Kazunari Tanaka, 39, and two others were arrested after a raid at around 2 a.m. on Sunday morning.

Bar MUSE is one of the biggest clubs in the area and is usually open until 5 a.m.

According to police, they have received many complaints from neighbors about the loud noise coming from the club and also reports of fights outside the club.

    The law regulating dance clubs needs to be relaxed, a government committee on regulatory reform concluded unanimously on May 12.
    The committee furthermore recommended that dance clubs be covered by the same law that regulates restaurants, allowing them to stay open until late at night. The body will consult with the National Police Agency and submit its findings in June this year.
    "The regulatory structure prescribed by the Entertainment Business Act is out of date," committee chair Motoyuki Oka told reporters at a May 12 news conference.

Nightclubs should be allowed to operate past midnight so long as they follow the lighting standard set by authorities, according to a report Wednesday by a National Police Agency panel of experts.
Calls have been growing to revise the adult entertainment business law to allow nightclubs to stay open later. The law was drafted to control venues considered to have the potential to corrupt young people and house prostitution.
Nightclubs, dance halls and dance schools say the law shouldn’t apply to them because their activities don’t fall within the scope of adult entertainment.
Based on the report, which includes recommendations, nightclubs should be allowed to operate past midnight if their interior lighting is adjusted to more than 10 lux, the same level of brightness as in a movie theater during intermission.

I see the 10lux rule as hurting their business more than the no dancing rule.

If people can see what other people in those clubs actually look like under decent light, they're going to go home early.

What's obsession with lux in Japan? When I was a student one of the restriction on where one could legally do a 'baito was no restaurants/bars where the lighting was under X lux (can't remember the number but I guess it was also 10). I always wondered how I was supposed to know the illumination level. I don't know about you but I don't have a lux meter.

I get that dark places are traditionally associated with prostitution in Japan but that seems like a very bass-ackward way to tackle that "problem." Oh, wait .... never mind.

Way back when, the owner of the Hamburger Inn in Roppongi told me that the cops used to come in with light meters and measure the light level UNDER THE COUNTER! If it wasn't brighter that X Lux UNDER THE FREAKIN' COUNTER they'd get busted.

And that was a hamburger joint, fer chrissake.

Talk about abuse of the laws for harassment.

Lux numbers are slowly getting more popular in the U.S., now that consumers have a choice between fluorescent, LED, and in some cases, traditional bulbs.

Americans were so used to using "watts" as a judgement as to whether a bulb was brighter than another that they had no reference point when they transitioned to fluorescent and LED lights.

I meant from a legal standpoint in the mizushobai industry not as a standard of measurement.

I've heard that story many o time as well. Not just this law but it seems like many laws can be open to odd interpretations by either the police or the accused based on how shit would sound on paper, regardless of any actual intent. Like the cop trying to tell me I can't burn "trash" on my own property. He even admitted I could just say "I'm making charcoal" or throw a sweet potato in there and say "I'm cooking." :roll:

Not to derail the topic but a fellow FG recently related to me how adverse he's found the local lemurs to be when it comes to banging in public. (in cars, Karaoke, etc.) To which I replied, he either needs to get out more or obviously was dating the wrong lemurs....

Different people have different standards, as to how loose or (up)tight they prefer a partner to be.

I will admit that I have not engaged in full-ranging research both within Japan and in all other nations of the world to be able to comment on relative average propensity to be unconcerned about privacy of lovemaking locale. I defer to greater experience.

Australia (Sydney) I can't comment on Aus since I've never been but according to his description, seems pretty much the same as the US when it comes to bangin' in the back seat. For the record, he wasn't talking about exhibitionists or seeking out doing it in public for the thrill as much as situations where it is just convenient. He's married now but he was talking about his last few flings and how they were ok with banging on the first date at a love hotel or whatever but thought in a car or at Karaoke was something "only sluts do." :roll:

Of course that's not necessarily a strike against them if he was hoping for wife material but his point was more that the same are ok with a love hotel on the first date so it must be a culture thing...though as I was indicating, there is no lack of lemurs who will throw down when out and about. (though I will concede there does seem to be an aversion to playing doctor in the back seat)

Certainly no one expected that Japan’s prime minister, Shinzo Abe, a social conservative from the traditionally-minded Liberal Democratic Party (LDP), would change things. Yet the government is about to allow late-night dancing with a new parliamentary bill, expected to pass this year. As long as light levels are kept high enough for police to see into the corners, revelers will be allowed to dance into the small hours.
