Looks like the Japan Association of Oval Builders has some big research facility in Ibaraki under the flight path to Narita:

I wonder what they are, and the barack-like structures in-between? Mysteriously, the normal Google Maps shows merely a greyed-out area with no conclusive labels.

Hmm, looks like you're right. Googling one of the visible names on the map, "美浦トレーニングセンター", brings up this. I guess that means the barrack-like structures are horse houses.

Damn, I was hoping it would be something more mysterious.
