Very disturbing news re Peruvian girl raped by Jp girls

This news is sickening but I think it should be given far more publicity despite how ugly it is. I was looking at Debito's website for the first time in some time and I was shocked to see a news item that seems based in fact and not sensation. Much as Debito can be a prat he does do a great service when he reports news that mainstream media won't cover.

Apparently the appalling bullying of a Peruvian schoolgirl in Shizuoka took a distressing and horrendous turn this year. I think the alleged assault is believed to have taken place in April. This Peruvian girl's Japanese female schoolmates drove her out of the music club along with other acts of ijime to isolate her over some time, and then she apparently was filmed by them being raped by them.

The news was translated from a different language news website and it is heartbreaking, with indications that something so sick did take place. The Peruvian Embassy to its credit became involved. In addition hearing about the pressures faced by the mother of the victim just added to the distress - the mother sounds like somebody working at a low skilled job to make ends meet and is separated or divorced from her husband in Japan.He may be Japanese, he may not be.

Whatever, can you imagine being that poor single mother working her guts out to provide for her children and then this horrendous assault has been perpetrated by other females on her school-age daughter. It's vile but it needs to be put out there. Debito has a link to the foreign language newspaper that reported it (it's written in Spanish I think) so if anybody here can translate Spanish is it possible to look at it and let us know in a better translation direct from that newspaper?

If you search in Japanese or English on Google, you only get blogs and the like covering the story and most of them refer to the same article in Spanish that Debito does. I do get the police response now, though: under 13 makes them completely immune to criminal proceedings. Period. Japan is more observant of the letter of the law, after all. It was a problem in the early noughties with a similar bullying/sexual assault case in the Kobe area (????). There's probably even 1 or 2 beige coated detectives that would like to have A Talk with the perpetrators, but they simply can't unless they actually go vigilante.

I would say a token symbolic apology and payment from the BOE and then civil proceedings against the parents, if anything, or a negotiated settlement. Don't forget also, in hillbilly country like that any ormal civil proceedings will result in a lot of head shaking and Yappari's about greedy foreigners exploiting Japanese honesty and honour. The main thing is that family needs to move.
