Younger teen says he attacked Kawasaki boy under older teen’s orders

YOKOHAMA – One of the two 17-year-olds arrested over the killing of a 13-year-old boy last month along the Tama River in Kawasaki has admitted to harming the victim but said he was only following the orders of an older teenager also in custody, investigative sources said Thursday.

Three male teenagers were arrested last Friday on suspicion of killing Ryota Uemura beside the Tama River on Feb. 20. The older teen, 18, is thought to be the leader of the group.

Uemura’s unclothed body was found abandoned on the riverbank with a number of slash wounds, including to his throat and neck. An autopsy found the first-year junior high school student bled to death.

The 18-year-old has indicated he was the ringleader in the slaying, the sources said. They quoted him as saying, “I used a box cutter to kill him.”

When the Civil Code was enacted, the most common age of majority in the West was 21. It’s probable that the Meiji government set the age with an eye to the West. The most common explanation of the sudden jump to 20 years of age was made to bring Japan close to the Western standard. There were, however, those at the time who said that Japanese people developed more quickly than Westerners. While the age of adulthood was lower than in foreign countries at the time, the nations of the West lowered their own legal age of majority one after another, and now it is Japan that has the higher figure.

A subcommittee of the Justice Ministry's Legislative Council has recommended that the legal age of adulthood in Japan be lowered from 20 to 18.

The subcommittee concluded in a final recommendation on Wednesday that it was appropriate to lower the age to 18, adding that it was also desirable to lower the voting age to 18 through a revision to the Public Offices Election Law.

It also recommended that the legal minimum age for marriage -- currently 18 for males and 16 for females -- should be aligned at 18 for both males and females.
