Top soil? By definition, 10cm is a lil deeper than that. I wonder if it was asphalt or one of those dirt parking lots with ropes and pipes.

Topsoil is the upper, outermost layer of soil, usually the top 2 inches (5.1 cm) to 8 inches (20 cm). It has the highest concentration of organic matter and microorganisms and is where most of the Earth's biological soil activity occurs.

It's Tokyo, the topsoil is definitely not more than 10cm deep.

Never? Nowhere? All depends on how much was laid down surely. In the case of a park, I would expect that coarse sand they favour here and judging from the kid's digging experiments it is typically a good 10cm deep. Anyway, I suspect we are never going to find out anything more about this incident for one reason or another.

The Toshima Ward issued a "statement" and they already have reopened the park---It's the last that we'll ever hear of it. :???:

A park in Tokyo’s Toshima ward reopened to the public on Sunday after a container holding radium...

The ward said in a news release that it found the container buried at the park and was able to dig it out with help from experts. Radiation levels have dropped to normal levels after workers removed soil from an area of about 30 centimeters in diameter and 10 centimeters deep.
Radium was once used for medical and other purposes, including for glow-in-the-dark paint on antique watches. The ward said it wasn’t clear how the container ended up buried at the site. The park opened in 2013 on land where a garage for garbage and cleaning trucks operated by the Tokyo metropolitan government once stood.
The ward said Saturday that the park is safe since the container was sealed and the grounds were not contaminated.

Not somewhere that was previously being used as a parking lot...though if it was a garage, like suggested above, it would have been concreted over...meaning the radioactive poo was put there after the place was torn apart. (Crime...which is why this shouldn't just disappear)
