Pretty sure they don't need one if they have Reasonable Cause, which is a matter for a court to decide later. I am not absolutely sure about that but I know I have heard something similar at least a few times. From what I understand it's similar to how they can demand ID even though technically they are supposed to be not allowed to demand ID. I can never quite remember the technical details and since I am law abiding I go the radical anarchist route and carry ID and show it when asked. Livin' on the razor's edge, babe............ :rolleyes:

I would go with the Don't Carry Drugs in Japan strategy. Japanese cops are often idjits but they are hardly fascist stormtroopers...............if you're not a douchebag.

Reasonable cause being that he was 'drunk' or that he was being a foreigner? Because if it was the former, the police station jails would be pretty full on a Saturday night.
I agree with Russell, that arrest is highly questionable, and the cops were likely being egged on by the reporters they had in tow. but given the judges in Japan the cops need not worry. In Toronto, the cops would be looking at suspensions and police department would be facing a sizable lawsuit.

By the way is 'herb' popular amongst foreigner? I thought it fit into the paint thinner/model airplane glue category of nasty highs for dumbos.

Yeah, looks pretty fucked...he was minding his own business, didn't consent to be searched, then got angry when they started touching him, and finally violent when they started grabbing him. Of course TIJ so I can see the courts using circular logic and saying refusing to be searched is reasonable cause :roll: At the end of the day, the guy is a tard for haabu or whatever dumb shit he was packing but IPU gets stopped like that in that area nearly every week. No doubt there have been several instances of those kinds of scuffles with no results for the police other than them inciting an altercation.

Carrying anything like that in Roppongi is stupid. People get stopped and searched all the time. However, it is pretty shitty that the cops can search you for no reason and the drunk in public excuse is ridiculous considering the generally permissive attitude towards that in Japan.

Herb means cannabis where I come from but in Japan it means synthetic weed. I tried that shit once before the loophole was closed. Never again.

You're a Vancouverite aren't you? I don't think I have smoked dope since sometime in the 1980's.

As for smoking oregano, I remember my younger brother trying to smoke False Aralia mistaking my mother's house plant for dope. The stench coming from his room took about a week to air out.

I've got nothing to hide and if they want to see ID, I'm not going to refuse. The one time this year J-police in Shibuya tried to stop me and ask to show them what's in my pockets, I just said ことわります and kept walking....the guy didn't follow but I wasn't drunk nor out of it. What bothers me with shit like the vid, what IPU has been through, etc. where they are demanding compliance without rhyme or reason and then circle you/block your way with their bodies and refuse to let you leave. (Pulling out your phone and taking video tends to cool things down but there are also quite a few videos where one of the cops grabs/damages the keitai and escalates the situation)

Yeah, I am. I quite like weed. Almost as much as I like not being imprisoned and disgraced for being an emotionally incontinet nincompoop that knows it's highly illegal and frowned upon but still can't do without his daily toke like some degenerate junkie. I laughed at how many comments on that video were whining about how weed is harmless. Which it is, in moderation. And smoking it in Japan is not moderate. Whch is a crying shame because that is one country that really do with one good deep toke, especially lately.

I don't think he should have been rolled like that, and the overdubbed narration was ridiculously exaggerated, but he's obviously a douchebag, so F' him. I have never ever been treated like that and I have almost crawled home in front of cops.

I've been asked for ID once in a situation that was clearly discrimination and I refused which lead to a 10 minute plus argument with me finally being told I could go without ever having showed them my ID or given them my name. I did write down the name and badge number of the cop though. I wasn't in a hurry or get anywhere and I was particularly annoyed because I was just walking the couple of hundred meters between my apartment and the nearest conbini in a very quiet residential neighborhood which is probably why I bothered. The only other time I was asked for ID I had just been in a fight so I had no problem showing it and the only time I was stopped on my bicycle for a registration check I was very polite and complied. Still can't believe the rookie who stopped me didn't notice I was drunk as a skunk.

pre-modernic j-cop doesnt have a self-purification capacity. he has to sue those pigs. there is no choice except the pile of small steps to change j-cop pre-modernic method. you gaijins should make a team to trap j-cops. let a "suspicious" looking gaijin with lawfull weeds in his pocket walk thorough the side of them and also let cops hold down him. you guys film it and upload it in youtube or hand the vid to english medias in japan.

I don't think they had sufficient cause to stop him but after he went all Ottoman on them he deserves being treated like the douchebag he obviously is. Keep in mind a lot of Turks in Japan are mildly deranged at the best of times, which makes for a spicy kebab but not much else.

I don't think you need a warrant to bust stupid.

If the guy was Japanese would how would we react?

Legion....him getting busted, totally deserved it. No sympathy for that...he done fucked up. From what we saw in the video though, the dude just looked like he was drunk/walking. Would be pretty odd to leave out even more odd behavior, no?

I don't know whether legally speaking public drunkeness is probable cause in Japan or not. However, it's something that's generally ignored by Japanese police. I've seen all kinds of ridiculous drunken behavior by locals in front of train stations and kobans in this country and the cops rarely do shit. And if they do get involved they just try to calm the person down and send him on his way. I've never seen them ask a FUK'N DRUNK Japanese guy for ID. I have seen the cops stop my FG friend who wasn't drunk or acting crazy to check his ID and search him for drugs for no reason other than he was a gaijin in Roppongi.

Yeah, but this guy was stoned not drunk and the cop said he looked maybe drunk or maybe stoned.

The cops stop gaijin and ask us for ID because we are gaijin and some of us are here illegally. Personally I think everyone has the right to travel and seek work anywhere, but not many people agree with me. The cops are just the front end of standard tribalism, with their own ideas about policy towards foreigners, which will not always agree with that of immigration or the shiyakusho.

I think they tend to take a softly softly approach because everyone knows how the draconian the system can be, so they don't implement it until someone gets beyond a certain point, same as the way they "enforce" traffic laws. You'll see people shoot cold red lights in front of the koban, nearly kill someone on a scooter, and the omwari san not raise and eyebrow. I find this facet of their style of policing far more worrying than whether or not they are checking random gaijin in Roppongi.

Very easy for the cop to say after the fact. Also, the first thing the cop said was he looked drunk and then added or maybe on drugs. It's possible the guy was acting very strangely before the video starts but from what I saw there was nothing to indicate he was anything other than really drunk. Besides, you don't know that he was stoned. He could have just been carrying and not actually smoked anything yet. It's pretty common to get drunk and score on the way home.

In this case the cops weren't asking for ID (which is bad enough). They were asking to search him. They do that regularly to gaijin in Roppongi to look for drugs. Even people who aren't all fucked up like that guy. I've never seen them do it to a Japanese guy in Roppongi though. Very interesting considering how many locals I know who do drugs.

I've seen them search Japanese guys' backpacks in Shinjuku. There was also a phase a few years back where they were stopping Chinese people all the time for searches. I wonder if there's anywhere in the world where cops aren't bad people by default.

Thank you. This I Know My Rights Golldarnit!!!!!!!!!!! crap drives me bonkers. If you're a foreigner you are obliged to carry and show ID. If you're Japanese they know you are, and that is ID. If you're naturalised Jpn tell them that..........then complain if their treatment changes.

I do agree with SJ that the Turkish guy didn't seem overly impaired at the start of the video which does raise questions about the reasons for the stop, and the fact that they didn't even ask for ID is a little weird. I wonder if they didn't have info from a snitch that led them to him. It's such a POS video it's hard to tell WTF is happening until he freaks out and goes Luis Suarez. And after that he's going down either way.

I'm perfectly happy with that role. I like reading or listening to the rants and raves but I don't get the point of going all Chokonen about that sort of stuff. Hey now, I've said it before but I've been ID checked (mostly at the airports) and just comply to be on my way. No use making a stand for what amounts to a 15sec inconvenience. Allowing them to search me though, fuck that...I don't even smoke cigarettes, let alone carry drugs BUT I've experienced first hand the bullshit excuses they use to lock you away for a 3 week vacation. They could find some lint in your bag and say it looks like drugs, arrest you, and then hold you for 3 weeks while they're still "investigating you."
