China resorts to using drones to spy on students trying to cheat in its notoriously tough university entrance exams

Drones are being used to spy on pupils during university entrance examinations in China to stop them from cheating, according to Chinese media.

Officials in Luoyang, central China, have adopted the high-tech method to monitor students while they take the notoriously difficult tests.

The silent-flying drones will hover over students during university entrance exams known as ‘gaokao’, which are taken by more than nine million teenagers every year.

The devices will use 360 degree rotations to scan testing halls and locate suspicious radio signals created by hidden earpieces used to obtain the answers to exam questions.

They can hover in the air for up to half an hour and monitor activity from heights of up to 1,640 feet, according to Chinese news website People’s Daily Online.

The exams, which are spread over two days, are famously difficult and students face the added pressure of a shortfall of university places.

Only 6.5 million admissions are accepted, resulting in one in three students unsuccessful in their bid to continue studying.

One secondary school in Hebei province had to install ‘anti-suicide’ barriers earlier this year to prevent students jumping to their deaths.

In the past, students are reported to have cheated by using a special pen that takes pictures of questions and transmits them to an outside accomplice who in turn provides answers via a secret earphone.

Two years ago, education chiefs in Jilin even banned bras with metal clips in a bid to deter students from using increasingly sophisticated cheating technology.

Japanese electronics maker creates Origami-style drone

Drones have something of a bad reputation in Japan, especially after a man landed a UAV carrying radioactive sand atop the prime minster's home in April. However, Japanese electronics manufacturer RHOM Semiconductor has found a way to make drone technology more appealing in the country.

At this year's Combined Exhibition of Advanced Technologies trade show in Tokyo, LAPIS Semiconductor, a subsidiary of ROHM, unveiled the Orizuru -- a paper crane able to take flight, thanks to a little Japanese ingenuity.

Japan to ground hobbyist drones in urban areas, impose sweeping restrictions elsewhere
New regulations on the flights of drones and other unmanned aircraft will take effect on Thursday, despite concerns over the impact on hobbyists and fears that restrictions may hamper innovation in the emerging sector.

Changes to the Civil Aeronautics Law, passed by the Diet in September, will ban flights of drones weighing 200 grams or more in crowded residential areas, at altitudes 150 meters or more above the ground, and near airports. The transport ministry can grant operators exceptions on a case-by-case basis.

The designation “crowded residential areas” covers large swaths of areas in major cities, including all of Tokyo’s 23 wards. This means operators will be severely restricted from flying drones and even toy aircraft in such areas.

The restrictions also require operators to keep their craft at least 30 meters from people, buildings and cars, and bans them from locations where large crowds are present, such as at festivals and exhibitions.

Violators may be punished with a fine of up to ¥500,000.

The law will permit the use of drones for emergency purposes, such as manhunts and the search of land by ambulance staff and the Self-Defense Forces.

A separate bill to ban the devices from being flown over designated facilities, such as the prime minister’s office, the Diet building, the Imperial Palace and nuclear power plants, passed the Lower House on July 9, but is now awaiting approval in the Upper House.

The government moved to regulate drone flights after a drone carrying a small amount of radioactive material was found on the roof of the prime minister’s office in April.

The man who operated the drone was arrested on suspicion of forcible obstruction of business and interfering with the operations of the prime minister’s office.

The government meanwhile is working out more detailed rules to promote the industrial use of drones, with plans to expand their applications in pesticide spraying and the inspection of civil engineering projects. A panel made up of public and private-sector officials will release recommendations in the summer.

Masahiro Kobayashi, an Osaka-based lawyer who specializes in drones and robotics, said some of the new rules are welcome, as the biggest fear raised by experts so far has been the possibility of unmanned aircraft coming too close to commercial airplanes.

But he said it is “too severe” to regulate drones and even toy devices as light as 200 grams and to ban their use in most urban areas. He said the restrictions will hinder the promotion of drone-related industries in the future, he said.

“The biggest impact will be felt by hobbyists, because they will have to obtain approval from the government more than 15 days before the planned flights,” he said.

The law says requests for approval must be sent by postal mail to the ministry 10 working days beforehand, which in practice means up to 15 calendar days in advance.

“Children and adolescents will no longer be given the option to say, ‘Let’s fly a toy drone next Sunday because the weather looks good.’ Adults with cars can drive to the countryside and fly drones in nonrestricted areas. But children will not have that option.”

Kobayashi added that nurturing young talent in the sector is key for Japan to explore a wider use of drones in the future, such as their use as delivery vehicles.

To that end, he said, the government should set up special zones where drone flights are permitted without restrictions.

He added, it should also sponsor public events, taking a cue from how the U.S. Defense Advance Research Projects Agency sponsors DARPA Grand Challenge, a competition for autonomous vehicles.

Anyone can fly a well equipped multicopter (which is mostly what people are calling "drones" in this case) after 20 or 30 minutes of practice. Model planes are a bit more demanding, and they can't hover, for example.

Edited to add: some model planes can hover, in the 3D flying sense, but not in a way that allows them to do aerial photography, for example, and you're going to need lots of practice to make that happen. Like, lots.

Would it make sense to give special licenses to clubs of model planes? In that case people keep an eye on each other to keep authorities free from worries, though those model plane hobbyists have never been a problem. Even though I am currently not in flying models, I sincerely hope a reasonable solution is found for this beautiful hobby.

Maybe Yoko and Coligny are more familiar with this but I just don't see how this shit would be enforced, considering the extended ranges of some of the higher end "drones."

The bit about delivery vehicles is hilarious though....I guess he's just so used to all the overhead elec. wires he fails to see them...

I do to, from time to time...but they've been out in force here with new LED lights lately.....stringing along more hanging wire in the usual distasteful fashion. At least with the LED lights, one would think they could add solar panels and batteries, avoiding the wire and elec consumption...

It's a retarded law, made by retards, in a country of window lickers. Being afraid of hobby drones when suicide bombers fucked shit up in Paris is ridiculous. Dorky zitfaces whose hobby is making a public nuisance...........now there's a group sure to garner a boatload of sympathy. Have they thought about linking up with NAMBLA and maybe even the REAL IRA and the PLO to maximise the optics and leverage public support against these heinous restrictions on their inbred right to fuck up other people's nice day in the park?

Having said that, I feel for the kids playing with what are kids toys anyways, and 200 grams does seem light enough to just smash out of the air with a handy projectile if it's an adult's, so I get the concern this is needless legislation.
