So...if the big drawback is the focused testing near the meltdown...why not do testing elsewhere in Japan to compare?

If everyone `knows` that nuclear radiation is dangerous and that it will cause cancers, then you would primarily test where you expect to find those cancers. And of course you will find them and be able to treat the patients. If you don`t expect to find cancers in other areas, you don`t test there - since you will not find many and fewer people will be helped.

The better interpretation of this study might be - `more people helped`, and not `radiation is dangerous`.

The focused testing allow to discover cancer at earlier stage.

For Zone without focused testing the cancer are discovered later.

With or without focused testing the number of case per class should be around the same since thyroid cancer do not cure themselves. Numbers are available for reference on earlier population since thyroid cancer have been studied for some times.
