Australian arrested for causing death of infant daughter

'Twas on the news at lunchtime, no English reports found, but apparently:

"オーストラリア国籍で住所不定・無職のリチャード・アラン・バロウズ容疑者(36)です。"
an Australian national of no definite address or employment, Richard Allan Borroughs (?), though apparently living in Suginami-ku; accused of causing death of his 14-month old daughter by shaking her violently.

Yes it is media code for itinerant but with the registration system here I was wondering how that works. What does his residence card say?

My guess would be that the mother of the child chucked him out way back in March but he is still officially registered at that old address, in which case "of no fixed address" just becomes a way to slur him in the media. But "unemployed of no fixed address" is always just a way to slur the accused, even if they pretend it is a way to distinguish one Yamamoto Taro from another.

Here's a short report in English from the Japan Times, spelling the accused's name as "Richard Alan Burrows".

No matter how long I live here I'll probably never find "company employee" to be a useful or relevant description of someone in the news.
