A greeting case happened to a girl. she was asked "where is a convienence store around here?" by a suspicious man on the way home from school.
the man left after said "what grade are you? you courageous". the suspicious man is like a college student, medium build, black short hair, orange colored sweat shirt and rode on a grey or silver bicycle."

《3月11日(水)、午後3時50分ころ、北区神谷2丁目の公園内で、児童が遊んでいたところ、男に声をかけられました。 

 声かけ等の内容 

 ・さようなら 

 不審者の特徴については、40歳代、160センチ位、やせ型…(略)》

I would tend to work "an incident of stranger danger" into the sentence, since that will make a lot more sense to the reader. The fact that you felt compelled to include the Japanese shows that you lacked confidence yourself that the reader could cope.

I disagree that this is new development: these incidents have always happened.
Of course these reports overlook the fact that the greatest risk to a child is from somebody they know and is in a position of some trust, rather than from a stranger.

compared with the old school days, at present time those "suspicious" men information, which even sometimes include the information of the guys house(!), is shared by broadcast mails as quick as lighting among mothers or local ppl. its an unprecedented phase. in one view, its a terrifying thing if its a wrong conclusion or a trick one on a basis of personal hatred, especially for single-life-in-suburb-area guys like me.
(in the many children areas, you will sometimes be doubted as "suspicious" simply because you are a single life guy... :neutral: )

It's the same in Canada: it's not that such cases are necessarily on the increase but that awareness and reporting has improved or expanded; sadly this also seems to have helped develop a lingering paranoia amongst chattering class parents that are so provincial the idea that somebody actively chooses to not live the same way they do is seen as a moral affront. I don't particularly shy away from kids when out and about but unless I know them from the neighbourhood I don't stop and talk unless they have scraped a knee or something. I was told to not even do that, but that road leads to China or Scotland, and children do have to learn that most of us are affectionately indifferent to their very existence.

in fukuoka, 41 year-old man got arrested just for having a flashlight. its because he had a device to seem to use to raid others residence or building for no valid reason.

When I was in the Hash House Harriers, I customarily carried a small flash light during runs. Apparently, such a thing is nowadays unlawful here in Japan.

Another peculiar observation that I made is that many people wear gloves, when they walk around. This surely means that they are about to break into some residences and don't want to leave finger prints behind. If I was the cops, I would arrest the lot for potentially contemplated burglary. I observe this behaviour mainly in winter.

I drive around with most tools needed for de-incarceration from a car wreck.
Which are de-facto tools needed to break into... most things I guess...

This kind of trend is really not good in a country where the list of natural risks is near endless and first responder are most of the time clumsy wankers... The last volcano incident was cute as fuck... waiting for the firemen not to be allowed near fires for health and safety reasons... But not going to rescue because the air might be unbreathable is really heart warming and a good clue about how deep the shit will be for the next industrial accident releasing any amount of toxic gaz... after all it's not like if most other country on this planet had respiratory isolation gear for manned intervention right ?

you do not need to worry about getting arrested for such a minor offense coz, as all of the guys in fg.com do know, you have nothing to lose, which just are a no-job pet dog fed by a generous geisha.

in hirosaki, aomori pref, around am 4:30, an SDF guy, 28 year old, was arrested for 特殊開錠用具所持禁止法違反容疑, in spite of the fact that he had no justifiable reason to possess 2 flathead screwdrivers.

You're freakin' kidding me:

逮捕容疑は、3日午前4時半過ぎ、同市内のアパート駐車場に止めていた自分の乗用車内で、正当な理由がないにも関わらず、携帯が禁じられているマイナスドライバー2本を所持していた疑い。


Since when is it "forbidden to carry a flat head screwdriver"? Is that law? He had a couple of screwdrivers in his car! Whether the guy is guilty or not, these reasons the police give, making everyday objects sound like horrific weapons of mass destruction, are just ridiculous. How hard would it be for them to arrest someone for wearing a belt that could be used to strangle someone? Or for walking around with fingernails that could be used to gouge someone's eyes out? The possibilities boggle the mind.
