Man accused in night vision goggles case agrees to plea deal

A man from North Korea accused of trying to buy military grade night vision goggles from a Utah-based undercover agent and illegally export them to China has pleaded guilty to a federal charge in an agreement with prosecutors.

Song Il Kim was arrested in Hawaii after agreeing to pay $22,000 for the equipment and packing it into boxes that he claimed were filled with used toys and towels so he could ship them to his Chinese business, charges state.

Prosecutors say they believe the six pairs of goggles would have gotten to North Korea from there, though defense attorney Scott Williams disputes that allegation.

Kim wanted to buy two types of goggles, one designed to be mounted to a helmet or gun and used with one eye, and the other meant to be worn over both eyes, charges state. Both are designed for the U.S. military, and it is illegal to export them without State Department authorization, prosecutors said. He was also interested in buying and exporting a thermal imaging weapon sight, according to court paperwork.

It is federal policy to deny licenses and other approvals to export the items to certain countries: Belarus, Cuba, Iran, North Korea, Syria and Venezuela. The policy also applies to countries the United States maintains an arms embargo with, including Burma, China, Liberia and Sudan.

Kim, who is also known as Kim Song Il, was born in North Korea, holds a Cambodian passport and lives in China, court records show.

SEATTLE - A captain in the U.S. Army was sentenced today in federal court to one year in prison and three years of supervised release on charges of conspiracy to smuggle goods from the United States, following an investigation by U.S. Immigration and Customs Enforcement (ICE).

Tomoaki Iishiba, 34, a nine-year veteran of the Army who is currently stationed at Fort Lewis, Wash., admitted to shipping firearms parts, including holographic night vision firearms sights to contacts in Japan, with false information on customs declaration forms. Earlier in his army career, Iishiba was stationed in Japan as a military intelligence officer. He was a liaison to the Japanese military and assisted in the training of Japanese soldiers.

In his plea agreement, Iishiba admitted that beginning in 2006 and continuing until early 2008, he shipped EoTech 553 holographic night vision compatible firearm sights; EoTech 550 firearm sights; upper receivers modified for Airsoft; and various scopes to individuals he had met while serving with the U.S. Army in Japan.

Two of the shipments, which occurred in October and December 2006, contained holographic sights. Iishiba purposely mislabeled the customs forms for these shipments because he knew he needed a license to ship these firearms parts to Japan.

"The illegal export of U.S. weapons and technology could jeopardize our nation's security," said Leigh Winchell, ICE special agent in charge of the office of investigations in Seattle. "ICE takes this type of violation of federal law seriously and we will continue to aggressively investigate these cases."

U.S. District Judge Marsha J. Pechman said at the sentencing hearing that Iishiba was "a soldier who had abused his trust, using his military address to order parts and then shipping them to foreign nationals. The problem with putting something in the stream of commerce is you don't know where it will end up."

In addition to the prison sentence and probation, prosecutors expect Iishiba's military career is over, writing in court documents that, "the loss of his military career will be a difficult blow to the defendant. It is clear that he has committed his life to service in the U.S. Army. Losing his military career, under these difficult circumstances, will serve as a more severe punishment than anything this Court could impose."

ICE was joined in the investigation of this case by Defense Criminal Investigative Service and the U.S. Army Criminal Investigation Command.


How come if he's a convicted felon, he still gets to handle firearms?

Hmmmn, a bit of a strange one there. I was intrigued by that unusual surname (for those with an interest, 飯柴智亮). It turns out he is Japanese, but emigrated to the US and gained citizenship there because he wanted to be a real soldier, not just a member of the Self Defence Forces. I detect a bit of young boyhood dreams guiding all your life decisions. I suppose it is not a bad thing to follow your dreams, but something seems a little out of balance here.

“We haven’t been able to send anyone out there because it hasn’t been opened yet, but Pyongyang informed me this morning that it won’t be opened until mid-January because of renovations,” Troy Collings, managing director at Young Pioneer Tours, told NK News.
“The hotel is closed too, the whole Masik ski area is closed until mid-Jan,” general manager of Koryo tours Simon Cockerell said.
Few details were given as to why the resort would not be open to tourists, though poor road conditions or lack of snow may be possible culprits. “We think the renovations are actually to the roads leading to the ski resort, not on the resort itself. It’s not uncommon for winter conditions to damage the roads there, even the main East Coast highway from Pyongyang to Wonsan has needed repairs already this winter,” Collings said.

Concerts by North Korea's Moranbong band abruptly canceled, members seen flying out of Beijing airport with ambassador

What was meant to be a soft-power push by North Korea in Beijing was not meant to be. Members of the DPRK pop sensation Moranbong Band have been seen flying out of the Beijing Capital International Airport with few personal artifacts and dressed in military uniform around 1pm on Saturday afternoon, under the watchful eye of heavy security, after the abrupt cancellation of their performances.

North Korea's Ambassador to China Ji Jae-Ryong was seen flying together with band members on board the Pyongyang-bound Air Koryo plane which departed at 4.07pm after a 3-hour delay.

Members of the Korean People's Army State Merited Chorus, which was scheduled to perform together with the Moranbong Band, were not seen at the airport.

A terse notice posted on the website of the National Center for the Performing Arts detailed no reason for the sudden cancellation of the event.

However, according to one reporter from the Beijing Daily, Chinese authorities had made the request to change one line of lyric in a song in the line-up. This was vehemently refused by the North Koreans, and everything went downhill from there.

The band was scheduled to be performing at the Beijing's National Center for the Performing Arts in invitation-only concerts from December 12 to 14, and plans were reportedly made to extend the run from 3 to 5 days.

North Korean band's shows cancelled over 'anti-American lyrics'

A North Korean pop group cancelled its Beijing concerts last week when Chinese authorities objected to “anti-American” lyrics in the show, said a source with ties to both countries.

The Moranbong band was visiting China with the State Merited Chorus and had been due to perform in Beijing on 12 December, but cancelled three hours before the show was to start.

The source said that Chinese censors had not approved of references to the United States an “ambitious wolf”, and lyrics which glorified the 1950-53 Korean War.

“China did not ask that the lyrics be changed but it did not pass screening by censors,” said the source, who declined to be identified due to the sensitivity of the subject. “China was of the view that the lyrics would unnecessarily provoke the US.”

China has tried to act as a broker between the United States and North Korea and has repeatedly attempted to get the rivals to cool their rhetoric.

The Moranbong Band is Kim Jong-un’s pet project, founded as part of an ambition to put his personal stamp on North Korean arts, and the short haircuts of the group’s young women members are trend-setting in the capital, Pyongyang.

The ensemble, whose members were reportedly handpicked by Kim, was formed in 2012, with the China shows to be their first overseas outing.

China’s official Xinhua news agency has said the performance could not be staged because of “communication issues at the working level”.

The Chinese Foreign Ministry spokesman refused to comment on the latest claim.

China and North Korea were allies in the Korean War against a US-led coalition and South Korea, and some Chinese veterans of that war had been invited to the concert.

The North Koreans considered the Chinese officials invited to the event to be too low-ranking, the source added.

The North Koreans protested after the censor disapproved of the lyrics, refusing to change them and returning home after consulting Kim, the source said.

Beijing invited the group to thank North Korea for hosting senior Chinese official Liu Yunshan at a military parade marking the 70th anniversary of the ruling Workers’ Party in Pyongyang, the source said.

Chinese authorities paid for plane tickets and accommodation for the band.

North Korea has not commented on the cancelled show, but analysts say the move was a setback for relations between the countries.

They are really starting to beg a big question now. So they can now make H bombs.They have crude but functional rockets to put them on which they have been test firing them into the Pacific in the direction of the US. Simply increasing their range wouldn't seem the highest of hurdles once you have done that. OK, they might lack accuracy but the US is a pretty big target and I don't suppose they will be too fussy where it might land. They should be able to at least hit somewhere in a chosen city rather than the countryside even with fairly crude navigation and control systems.

Should the US stand back and let them continue with this? Or intervene before they get any much further down this road?

And although he hasn't too much of an obvious hard on for Europe at the moment that can easily change and presumably his rockets can easily be re-programmed to fly west rather than east. Should Europe be joining the US to put a stop to this before it gets any further?

And Iran is no doubt watching closely to see what, if anything, anyone does about it.

Not so sure it need to be any specific country to step in...though worse Korea does have more motivation than most. International coalition to intervene would be the best route if force is needed.

There seems to be more of an effort to smuggle in all kinds of foreign things recently so not so sure the populace is as brainwashed as is often portrayed. There is also the lack of religious fundamentalists (as far as I know?) so it's a different situation than Iran...can imagine a regime change would be more welcome there. (though all the world needs is the other half of Korea being raised and rallied together on Japan-hate)

I really don't think... the further you go the higher you need to fly (space-no air-less drag-more range) then you get detected. then you get intercepted on re entry...

not saying they have or don't have icbm s.
Just saying that it take much more than adding fuel tanks to a scud to make it intercontinental.

right now... SK and JP should be at alert level "shitting pants" because with a nukular warhead dprk need a barely successfull launch to hit hard. hell... even a slingshot might do the job...

Yes interception is a possibility or even likely but it happening in US airspace might be a big issue. As might be the bang and fallout that would follow. Or have I got that wrong? It would be rendered harmless with 100% reliability?

interception means usually that the trigger is destroyed. nukes usually are a bit demanding for proper detonation. so after that it's at best a dirty weapon.
for the interception location. once detected by japanese anti missile systems it's doubtfull that it could reach the middle of the pacific unharmed...

The quick and dumb exzlpnatiozns (for the french guy)

It was all about math back in the cold war days. The same math that is involved in putting things into different types of orbit (moving or further out stationary). The moon landing was based on the same math as the MIRV weapons at the end of the cold war. Send it up at angle X at Y speed and it will hit target Z. Why do you think the new first world nations are so worried about landing robots on the moon?

Until some fuck figured out how to launch missiles from subs the major powers could use spy photos of the enemy nation to predict the launch, angle and possible targets and intercept. The US and USSR, some how by fate, developed the tech at the same time and no one gained an advantage.

The "boomer" subs are expensive. They must be nuclear powered and deep diving to prevent detection. Once detected, a physics grad student can predict it's targets.

Enter modern tech. Stealth nuke delivery. Kinetic energy. God knows what else is available today. (the rail gun is real and will be used on the next class of US aircraft carriers to launch planes)


Best Korea can build a H-bomb. Good for them. The US, USSR, France, UK and probably Israel did it in the 1960's with calculator technology. It isn't hard, it never was. The hard part is hitting your target. In WWII radar was in it's infancy and so was missile technology. Could the US nuke Japan today by flying a propeller driven sky boat over a city? Fuck no.


The thing everyone tends to forget: All the cold war horror was before windows95. One single iPhone 6 has more computing power than the entire planet did in 1975. OMG A NUKE!!!!!! Fukushima did more damage than a shot down NK nuke would.

MIRV are aboot too many re entry targets to successfully get them all.
Boomers are (also) aboot second strike capabilities. Same as ground based Topol M. A first strike is not supposed to get them, leaving open the possibility of retaliation.

Did North Korea really just detonate a hydrogen bomb? Probably not
The Norks have already test fired three nuclear weapons, in 2006, 2009 and 2013, but these were your bog-standard nukes, according to Pyongyang, whereas this latest test was of a much more powerful two-stage device. But there are already doubts being raised in the rest of the world.

According to the US government, the seismic data isn't consistent with a thermonuclear device. The tremor caused by this latest test was about the same as the last time North Korea fired off one of its toys, which is definitely not what you'd expect from a thermonuclear device.

The big cheese mystery baffling Dutch farmers

Dutch cheesemakers have been hit by a spate of top-end thefts, prompting a dairy federation to warn farmers to tighten security around their storerooms.

At least six cheesemakers have been burgled in the last year, with criminals seeming to have a nose for ripened Boerenkaas, or farmhouse cheese, which is a Dutch speciality protected by an appellation.

“We’ve never had a problem before last year, when at least six farmers were burgled and had their cheeses stolen,” said Irene van de Voort, chair of the Dutch Dairy Farmers’ Producer Federation (BBZ).

“We are worried about the situation and have advised our members to increase security,” she told Agence France-Presse.

The NRC, a respected daily tabloid, reported on Friday that at least 8.5 tonnes of cheese valued at almost €90,000 (£67,500) had been taken during the heists.

It said the largest theft happened in the small southern town of Hellouw, near Den Bosch, where about 200 of the famous yellow discs, worth about €26,500, were stolen from a cheesemaker in one night. In the south-western city of Bergen op Zoom, thieves stole about 150 cheeses weighing 12kg (26lb) each.

Who is taking the cheese remains a mystery, with no clues having been left behind. Police officials, who declined to be named, said the thefts were being investigated as isolated incidents.

Cheese farmer Marjo Huijsmans told NRC it appeared the thieves knew how to pick out the best cheeses. “They left the newly made cheeses and took a selection of the ripening cheeses,” she said.

The stolen cheeses were almost certainly destined for the export market, said Onno Boersma of the Dutch Dairy Trade Association.

“Firstly, each cheese is stamped with a number, so you can see exactly where the cheese comes from. Also, the Dutch cheese sector is not that big … if you tried to sell it, it will be spotted immediately,” he told AFP.

Making Boerenkaas “is a specialised skill and it takes special knowledge to make it. It’s a very valuable product,” he said. “These farmers are hardworking people, who not only have to milk their cows but hand-make their cheese. Imagine how frustrating it is when you realise that your hard work has disappeared.”

North Korea says it has invented hangover-free alcohol

North Korean scientists have invented a hangover-free alcohol, according to the Pyongyang Times.

The state newspaper says the "suave" liquor will spare you wincing when you wake, despite boasting 30%-40% alcohol.

The brew is reportedly made from a type of indigenous ginseng called insam and glutinous rice, and cultivated by an organic farming method.

Organic, that's because they cannot do otherwise.

The Pyongyang Times said the new alcohol "exudes national flavour", without dampening your national fervour the following morning.

Among its other unique selling points, according to the paper - the spirit "is highly appreciated by experts and lovers".

The newspaper article, titled, "Liquor wins quality medal for preserving national smack", says the Taedonggang Foodstuff Factory has been working for years on the elixir.

The drink derives from Kaesong Koryo insam - a natural herb thought to have medicinal properties. According to the Pyongyang Times, replacing sugar with the scorched, glutinous rice removed the bitterness from the insam and, crucially, the hangover.

"Koryo Liquor, which is made of six-year-old Kaesong Koryo insam, known as being highest in medicinal effect, and the scorched rice, is highly appreciated by experts and lovers as it is suave and causes no hangover," the article reads.

The liquor "has already been registered as a national scientific and technological hit", it adds.
