TIJ, image is more important than reality or employee welfare. I knew a chick that worked one of those popcorn stands at Disneyland/Disney Sea...they have no protection, virtually no breaks, and every summer 10-30 were hospitalized for heat stroke. (she said she was hospitalized twice) Policy was unwavering and probably will remain so til someone actually dies.

Oh man, I see at least one of those a week but that's the first time I've seen a cop get it. I almost did that to a scooter last year, dude actually banged on my rear window as if it was my fault he almost ate shit.
