I saw that CNN report too, and the reporter said that they had 2 or 3 minutes warning with the mobile phone alerts in Tokyo, and he figured that people in Kumamoto might have had 30 seconds notice.
Nope. Here in eastern Fukuoka, we got the mobile alert about 5 seconds before the first quake hit (I thought it was just another drill, as that's all it has been used for up until now).
For the second bigger quake (1/16 1:25 am, M7), there was probably less than 5 seconds warning, and after that the mobile alerts went off throughout the night with some of the larger aftershocks (some at the same time as the quakes), and at least two or three were false alarms.
A few seconds is still better than nothing, but hopefully they can improve the precision, and be able to give warning with more advance notice in the near future.
