As far as I am aware there is no law to prosecute racism in Japan. Just because MacArthur Shogun put it in the constitution that doesn't make it enforceable.

Considering that J-courts don't use the official English version but instead use J-translated version du jour I'm not sure that constitutional law is really enforceable here.
