Tokyo talks tough on sex, lies and used underwear

In a desperate attempt to protect the innocence of children in Tokyo, the Metropolitan Government has tightened regulations in a revised ordinance bill that it plans to submit to the metropolitan assembly, officials said Thursday.

Under the bill, adults will be banned from going out with elementary and junior high school students between 11 p.m. and 4 a.m. without the explicit permission of the children's parents. Violators will be subject to punishments such as fines.

The tightened regulations, however, have loopholes.

Due to its technical difficulty, Tokyo officials have abandoned trying to tighten regulations on obscene videos and pictures available on the Internet, which they believe have more harmful effects on youth than does printed pornography.

The practice of hiring girls to work "auxiliary" jobs at sex shops, then luring them to host clubs where they rack up exorbitant bills leaving them no choice but to prostitute themselves to pay off the debt has not been explicitly banned in the bill. This is because of the difficultly of making a distinction between "legitimate" job offers and scams.

On the issue of Japan's infamous used underwear trade, officials feel that banning the practice is technically tough, so the bill make the bizarre recommendation that men should not buy it directly from the girls.
