I don't know where the author of that article got her information from. Of course, the United States recognizes maternity leave and there are federal laws in place that offer some kind of paid leave to new mothers. The system has loopholes, though, and many women are not covered because of the size of their company or the length of time on the job. However, the states are able to offer their own laws that are more generous than federal provisions:

All 50 states and Puerto Rico fall under the federal Family and Medical Leave Act (FMLA). In June 2000, the Department of Labor ruled that states may dip into unemployment coffers to help fund family leave, clearing the way for more states to provide paid leave. Proposals are pending in several state legislatures.
