Strict ID checks risk hurting casinos, Japan lawmaker says

TOKYO (July 5):
A proposal that residents of Japan be required to give their social security number before entering a casino could severely restrict access, the leader of a ruling party panel working on plans for the Singapore-style resorts said in an interview.
Identification cards with chips that contain data including social security numbers should be a requirement for entry, an expert panel working with bureaucrats on proposals for regulation of the so-called "integrated resorts" said last month. This would be a stricter requirement than in the U.S., where social security numbers are required only when collecting winnings over a certain limit. Foreign tourists in Japan are to be allowed to use their passports as ID, the panel said last month.

Seriously, the IC card version of My Number has both a new national identity number printed on it and the old national (pension) insurance number embedded in its memory. One of the official translations* is the "Social Security and Tax Number System” (Shakai Hosho Zei Bango Seido/社会保障・税番号制度), which is basically the Japanese version of an American "Social Security Number" and Japan's National Insurance Number---It's real reason is just tax collection.

* The Japanese government has a few differing
"official" translations floating around.

Asking for the IC-embedded MY NUMBER Card to enter the new Japanese casinos, "could severely restrict access, the leader of a ruling party panel working on plans for the Singapore-style resorts said." The Japanese politician was comparing the proposed Japanese system to the "ease" of Singapore-style gaming venues (which still are a pain in the ass to enter).

Also, the vast majority of Japanese don't own an IC-embedded MY NUMBER Card*. They just a have a paper receipt from the government with their MY NUMBER on it. That would make an impromptu, casual visit to the Odaiba Casino impossible for most Tokyoites.

For example, I could only enter using my passport (if the Odaiba Casino even accepts resident gaijin passports) and Mrs. Taro would be excluded since she has only a paper receipt from the government with MY NUMBER on it (and has no pressing need or desire to get the IC card).

*Ok, ok...I know the article did not explicitly say
an IC-embedded MY NUMBER Card was needed, but
that is what the government means.

Thanks for that Taro. As you were probably aware, I was just being all Canadian and pushing gently back against the United-States-centric reporting. It is almost as though they think that anyone else cares what a Social Security Number is.

My other point was that while there are certainly inconvenient restrictions on entry for residents to the casino under that proposal, it is less restrictive than the previous regime, where you were at risk of arrest for just being present at the gaming house. That keeps all customers except the really really keen away.

You may as well just have a day out looking at the horses. Same dirty backroom issues, same ability to launder cash, with the potential for a reward for skill in reading equine form, rather than relying largely on luck being able to overcome the house advantage on the odds at the casino.

I propose numbering all lists with the upper case of the numerals from now on: !, ", #, $, %, &, ', (, ), !~, ...

It's the soft sell for an ID card with tax benefits.

They've been trying to get the locals to carry ID for years, they are doing it by the rear end.

Same as fingerprinting gaijin at the airport, it's a test run for the locals.

If it was a match against previous record type data entry I could understand... but here it's like taking a new picture of your butthole at every flight in... somewhere a database server is getting bloated beyond any kind of possible usefulness...

Sure you can! As long as you don't mind being denied entry.
In the event of any foreign national, who is required by the new law to be fingerprinted and photographed, refusing to submit to these new provisions, that person will not be permitted to enter Japan, and will be required to leave the country.

About the first official thing I did in Japan was give my fingerprint at the shiyakusho

Used to be on the gaijin card with the convenient seal on the plastic cover to hide it, which someone once told me was the family crest of an auspicious invader of Korea
