HIROSHIMA (Kyodo) -- A 21-year-old female university student has been arrested for allegedly attempting to smuggle cannabis into Japan, police said Thursday.

Risa Yorizane was found in possession of the cannabis -- some of which was sandwiched in hotdog buns in plastic bags -- at Hiroshima airport on Sept. 19 and police arrested her the following day, a local customs office said.

Yorizane is suspected of having 0.97 grams of cannabis in her suitcase when she arrived from Shanghai. The student had transited in the Chinese city en route from Europe, the police said.

She was quoted by the police as saying, "I didn't mean to smuggle it. I just forgot about it."

To be fair, she obviously knows the system. Temporary amnesia is so common here, it's an epidemic.

You can't be held accountable for committing a crime while mentally incapacitated, as in being stoned or drunk, can you.

Yes you can. For the vast majority of crimes in English law anyway. Can affect the severity of your sentence though - usually downwards but not always. .97 of a gram of cannabis doesn't have the hallmark of intent to smuggle for gain - to say the least.
