Is there a link to the video in which he actually says this?

I could only find the following video, in which he clarifies his intentions, which appear to be different, though admittedly he still sounds a bit fishy.

I cannot catch the exact time-code but supposedly in this Youtube, Tachibana refers to "genocide" sometime after the 1:15 point of the video. Tachibana is talking about the increase in the world's population that he believes leads to conflict over limited resources---"Genocide" was referred in that context.

Yep, it is in this video. Pretty disgusting what the guy is saying and implying. It starts to become fascist around here. The comparison of people in poorer countries to dogs is here.

Basically, what the guy is saying goes along the following lines (interpreted in my own words):

"In the current world situation countries become more and more nationalistic and in order to survive, we can only think about self-preservation. War is kind of unavoidable, since historically it has occurred, especially as a way to reduce population size. I do not want this kind of solution, but it is kind of unavoidable to have wars to reduce world population. It is necessary to reduce population, because every year 100,000,000 people are born, which is the population size of Japan, and if it goes on like this we will run out of food. Education is not very effective, because many people in the world have different standards than we Japanese have. You cannot educate dogs, and many people in other countries are close to dogs. It would be good if an educated elite at the top will be able to impose that the less-educated and less-cultured people in the world reproduce themselves less, but this is difficult, so war is the only option."

That is what it boils down to. In my world this sounds pretty fascistic. Cannot interpret it in a different way.

So, this is different from a UK-style system where BBC fees are very much like a tax obligation. I suspect that NHK would love to have their cake and eat it too - that is, make it mandatory but not be subject to the same levels of governance and oversight that BBC is under.

If personal information from public utilities like TEPCO ( whom we all love and trust to infinity & beyond ) ... were given to NHK , wouldn’t that be a violation of existing personal information protection laws? Moreover, under the existing scheme, such information wouldn’t necessarily be held by NHK , but distributed to the numerous small unscrupulous companies who hire NHK fee collection agents ( they are not NHK employees themselves ). NHK could contract out to the all of the main organized crime groups or cut a deal with Komeito and the Soka Gakkai Cult to act as their collection agents - and you probably wouldn’t see much difference in standards.

He said he has been seeking cooperation since 1978.
