A sort of reverse Malthusianism? Well, it's probably no less incorrect than the original - if that counts for anything.

China and India must be kicking themselves eh?

Or perhaps it's a tad more complicated and what you call the population Ponzi is the perennial need to balance older non productive members of society with a much greater number of younger productive, tax paying actors. There are other factors at play as well - better education for more people and an entrenched social security system that mean a smaller pool of people prepared to do certain jobs.
