Seventeen people complained of throat irritation and other conditions Thursday night after being exposed to a strong-smelling chemical substance in an elevator in a building in Tokyo's Shinjuk Ward.... The Tokyo Fire Department and the Metropolitan Police Department's Shinjuku Police Station said they have information that a disposable pesticide had been used on the third floor of the building earlier.
