Immigration Bureau introduces 'xenophobic' homepage
MDN / Feb 21
Human rights activists are up in arms after the Justice Ministry's Immigration Bureau added a new "tip-off" system to its homepage urging the public to provide information on any "suspicious" foreign nationals in Japan.
The pull down menu offers a variety of reasons to inform on "suspicious" foreigners....The list contains entries such as foreigners are a "nuisance to the community" or their mere presence is a "cause for concern."..."The list contains reasons for informing on other people which have nothing to do with immigration law violations

"bicycling while gaijin" ought to be on the List

My all-time favorite was "Bicycling while on a gaijin bike"...

A way-too-cute Japnese cub reporter borrowed a gaijin bike to get home from NHK Shibuya HQ at 3am. The cops pulled her over because they recognized the bike's spiffy LED headlight. As a Japanese "on assginment from a quazi-govenmental organization", she was pissed at their trying to bust her for "Bicycling while on a gaijin bike".

She taped the whole event on her DAT recorder. Needless to say, as 22yr-old greenie, she did NOT understand why NHK Radio Japan would not run her "bicycling while gaijin" report.

A 10-speed bike with white LED headlamps that my gaijin buddy rides home every night at 3:30am after he puts the "SunRise" newspaper to bed. He gets busted for "Bicycling-while-gaijin" at least twice a month and the cops busted his girlfriend as soon they saw the bike's distinctive white LED headlight in the dark Yoyogi park.

What is wrong with a LED headlight? Is it too shiny? Looks too nice for the dullish backdrop of Japan?

The state-of-the-art LED headlight was in Made-in-Japan.

UPDATE of the Update.....

Ministry plugs gaps in 'racist' telltale site
(Mainichi Shimbun, April 1, 2004)
....Initially, people telling on foreigners were given a series of choices to explain their motive, including the contentious, "because the foreigners are a nuisance to the neighborhood," and, "because foreigners make me anxious."
The two controversial phrases were first removed from the list of choices, but on March 25, the list was removed altogether and those filing a report can now write whatever they like.
Bureau officials have also added a disclaimer to the site, saying that by requesting information about foreigners staying illegally in Japan they do not mean to slur the reputation of law-abiding non-Japanese in any way.

I was cycling to my local yoshinoya 2 evenings ago:
it was about 8pm so still not that dark - not that it really gets dark in tokyo..
so im cycling my "mama charlie" down the street and am about to pass a koban only to be stopped by a copper because my dynamo-bike-light wasnt switched on.

Fair enough - we switch it on...

but then.. he proceeds to ask me my name and what im doing in Japan and radios it in along with my bike registration number while i show him my IDs. 8O

I was on my way 3 or 4 mins later: but I couldve sworn a couple of other Japanese cycled past us without lights while we stood on the street corner..

on completely different point:
after several months in Japan and dozens of nights out in Roppongi
I finally hit "The Hideout"
They of course knew the name "Rob Pongi" when I mentioned it
Had a blast - we stayed out till all hours and met some cute chicks
That Roppongi place (or the devils playground as i like to call it) has a terrible habit of raping my wallet though :?

It's always important to remember your "Cops, don't beat me to death card" (ie. Gaijin card). You don't want to wind up like Arjhan Marjoopor. He was a legal resident who was arrested when, in 1994, the police asked him to produce his gaijin card and couldn't. The coroner's report said he was the victim of a Middle Eastern diet (no shit) and died of cardiac arrest in his 30s (I don't remember his exact age).

His wife, a Japanese, noticed that his face and body were pretty banged up for someone who died of a heart attack. In fact, she's sure he was beaten to death. See http://web.amnesty.org/library/Index/ENGASA220011999?open&of=ENG-JPN for more.
