why are Japanese websites sooooo ugly

I can't figure out why they're generally so badly designed.
Can anyone explain this?

Because they are largly done in-house by whoever can figure out some cheap html program. However, I disagree, I think there are many good Japanese sites it might just be you are more tuned to it then you are english sites. What gets me is the lack of photos, given the Japanese penchant for shooting pictures of everything.

they make up for the lack of pictures with the overuse of flashing gifs and crap that floats on the screen though....
