Tiny implants would help authorities crack down on owners who abandon animals. ID microchips for dogs and cats might become mandatory if lawmakers decide to get "ruff'' with pet owners.
Currently, pet owners are supposed to put some identification on their animals, but there are no penalties for failing to do so..."The chip is effective in preventing thoughtless owners from abandoning their pets,'' says Naoto Kitamura, a Lower House member and licensed veterinarian.
