... Koizumi talked with Mitoji Yabunaka, director-general of the Foreign Ministry's Asian and Oceanian Affairs Bureau, and presented a written pledge to Jenkins in English, beginning, "I guarantee ..."
Despite receiving the pledge, Jenkins was still reluctant to come and decided not to return with Koizumi on Saturday. The Japanese and North Korean governments are planning for Jenkins and his daughters to meet with Soga in a third country.
Originally Beijing had been proposed as a place for the meeting, but the government is now considering Vladivostok in Russia as an option because it was feared North Korea's strong connection with China could restrict Jenkins' speech and actions.
In addition to there being no agreement between Russia and the United States to hand over criminals, direct flights to the city leave from both Niigata Prefecture, where Soga lives, and Pyongyang.
