Gakkyu hokai sucks ass...I had a whole school fall apart on me when I was on JET (and this was only junior high, mind you). There was a gang of students who refused to wear uniforms and instead wore these baggy bosozoku clothes. They roamed around the school bullying everyone (including the teachers, who got no support from the doddering old principal), sniffing paint and vandalizing stuff (usually the bathrooms) everyday. The teachers were forced to fan out during lunch and at break to patrol the school, so all the bad kids got the bright idea to congregate in the mostly empty teachers' room, where they harassed the teachers there, stood up on the vice-principal's desk to play with the overhead tv, made out on file cabinets and generally went beserk. Nobody bothered me after I slammed some kid into a locker for hitting me, but for the other teachers it was terrible. The parents of the bad kids were chimpira themselves, so they were no help, and the police didn't do shit till one young female teacher got put into the hospital...When I asked why the bad kids weren't simply expelled, I was told that the whole discipline mechanism of junior high (and gimu kyoiku in general) was focused on keeping kids in school; if a large enough group of them was determined to go ape, the teachers could do nothing... :?

I would pack my bags and leave. Honestly, if you wanted to work in a zoo, San Diego is hiring...

Yeah, I was lucky and it wasn't my main school when the real shit started going down. My coworker, Lola, unfortunately was; she refused to go back there after some student pulled of his shoe (in the teachers' room no less) and threw it at her, hitting her in the head. I played spy after that and volunteered to teach a few classes just to see how bad it had become...and oh, was it bad. I took a few candid pics and showed them to the head of our Board of Education at the next enkai, and it might have had an effect; the next year the principal was forced into retirement and most of the teachers there (some having hardcore nervous breakdowns) were randomly shuffled to other schools...

Good on ya. But ultimately that's just a temporary solution because either the kids will realize that's the limit of force you're willing to use or you will use more force and end up getting fired. It gets to the point where the teachers could care less. They don't give a fuck about the kids' educations, for some of the kids they don't give a fuck if they die or kill themselves. That's how insane it gets. Some kids are such shits that if their teacher saw one of them sitting on the train tracks it would be the happiest day of his life. Unless they implement a system of detention, suspension and expulsion it'll never change.

Yeah, I'm not recommending slamming bad students up against lockers :oops: ; the only reasons it worked there was a) I was a scary / 'cool' gaijin (depending on who you talked to), b) the guy who did it was probably low on the gang pecking order and c) I wasn't a regular teacher at the time.
You're absolutely right about implementing a new system, but you might be surprised at how effective parent outrage against suspensions has been (rumored to be) in the past. "How dare you deny my baby his education!", and the BOA scrambles to apologize...
