The North's state-run news agency said yesterday that Li informed North Korea's Premier Pak Bong-ju on Saturday of China's decision to give free aid to its impoverished communist ally. Such events appeared to play down the possibility of a nuclear test by North Korea in Kimhyongjik County since it could cause casualties even in China.
