Of course! Japanese immigration considers all foreigners to be criminals that they haven't yet caught! And to think we are in the year 2004 in a country that superficially touts such words as "Internationalization".

Too true!And it should kick out China for being the number one executor,enslaving Tibet and generally having dsmal human rights]US[/url] for Death Row,the Illegal War,dismal human rights abroad(and at home?);the UK for aforementioned Illegal War and support for foreign dictators;France ditto;Russia for dismal human rights at home and away...come to think of it,the UN should kick out all states and become an independent entity.
