You know how Japanese girls do this?

Korean women do it too. I know cuz I just watched this Korean woman run back and forth.In the computer lab I work in from the back to the front of the room and back

It is taught when girls learn things like tea ceremony - it is the only way to walk wearing a kimono so you don't flash your legs.

A friend of mine studied tea ceremony for 3 years and the first six months was spent learning how to walk with the pigeon toed shuffle.

But also there seems to be a higher percentage of genetic bow-legged people in Japan. No it is not rickets but a curvature in the pelvis. Walking pigeon toed is the compensation. (Note if you have a child with this condition, get them to ballet classes as soon as they can walk so they develop correctly without the pigeon toes.)

I don't see many women under age 50 and not in a kimono who "try" to walk pigeon toed. They do that little shuffle but it's just a traditional walk.

They just have funky legs, kinda like girls from Minnesota.

I always thought (always being a relative term) that they walked/ran like that because of the bajillion numbers of girls that wear back-less high-heeled shoes. They NEED to walk like that in some cases, just to keep their shoes on!

I am the shoe goddess and there is no need to walk like badly that no matter what shoes you are wearing. Just like the fake super high voices, it is a learned behaviour that can be un-learned if so desired.

My friend told me that most high school girls when they sit in class have to turn there toes and feet in so that their teachers can't look up their skirt during class. Then when they walk it just comes naturally.
