Maybe we should send the surviving family members of balloon bomb victims over to speak at Japanese high schools.
Only six people actually died because of the balloons. There were, however, grass, field, and forest fires. Launched between November 1944 and March 1945, the wind conditions were ideal for travel along upper air currents. However, the ground where these balloons would strike was also wet or covered in snow. The threat to North American soil was therefore significantly reduced.
