A homeless man's pet rabbits have propagated rapidly and have weakened the soil of an embankment along the Arakawa River in eastern Tokyo, prompting officials to develop a plan to fence the animals.

Okimoto began keeping rabbits after a fellow homeless man gave some to him about three years ago. As rabbits give birth to six or seven babies at a time, the number of rabbits soon snowballed.

Well, rabbits running free will have a lot wider range than rabbits that have to dig under fences.

But there is a simpler solution. Give the homeless people cats.
