A homeless man's pet rabbits have propagated rapidly and have weakened the soil of an embankment along the Arakawa River in eastern Tokyo, prompting officials to develop a plan to fence the animals.

Okimoto began keeping rabbits after a fellow homeless man gave some to him about three years ago. As rabbits give birth to six or seven babies at a time, the number of rabbits soon snowballed.
Let's see now - if rabbits dig and burrow and can do so enough to weaken an embankment - what good is fencing them in gonna do?
