Retired police official Koji Harada refers to Japan's police organization as "The Iron Pyramid" -- a label designed to convey its unyielding bureaucratic structure and lack of transparency....When these scandals break, it is always the lower-level officers who bear the blunt of the blame, Harada said.
"Even if (the wrongdoing) was carried out in a systematic manner, police would always call them isolated incidents," Harada said....more...
