Looks like that Metro Transfer Guide is a recent introduction.
Tokyo Metropolitan Gov: Joint Development of the "Tokyo Transfer Guide": the train route search system
The Transportation Bureau of the Tokyo Metropolitan Government and the Tokyo Metro Co., Ltd. (hereafter referred to as the "Tokyo Metro") have been working together on standardizing existing signs in stations and sign posts at exits from stations, as well as implementing a uniform station numbering system, in order to make it easier for passengers to use the Tokyo subway. By utilizing station numbering, etc, a system has been developed which allows foreign visitors to search for routes and transfers when traveling on the subway and trains in and around Tokyo. Information on the "Tokyo Transfer Guide" has been launched on the respective websites of the Transportation Bureau, Tokyo Metropolitan Government (http://www.kotsu.metro.tokyo.jp) and Tokyo Metro (http://www.tokyometro.jp).
...A service, whereby an attendant utilizes the system to print off routes and transfers for passengers, is also being introduced at four Toei subway stations (service is provided at the Transportation Bureau Information Counters within the station compounds at Shimbashi, Ueno-okachimachi, Daimon, and Tochomae stations) and at three Tokyo Metro stations (at the Passenger Information Centers at Shinjuku, Ginza as well as the Omote-sando stations (scheduled for installation in fiscal 2005)).

TBS: Transparent Trash Bins Placed at Tokyo Metro Stations
Tokyo Metro Co. Ltd. had removed conventional trash bins from all its subway stations in the metropolitan area as part of anti-terrorism measures in the wake of the bombing of a train in Spain in March last year. However, requests poured in from passengers to have trash bins put back in, and the company responded by placing the transparent bins at 161 stations on Monday.

New Concierge Station Service
From April 1, 2005, the Bureau of Transportation will launch a concierge service. Station attendants dressed in new uniforms will be employed at ticket gates to provide passengers with advice on train transfers and tourist sites located near stations.
Service features
1. Passengers within the station who have difficulties with fares and train transfers will be approached and given advice.
2. Passengers having difficulty with their luggage, such as elderly passengers and persons traveling with families, will be assisted.
3. Concierges will provide assistance in a number of foreign languages.
