The driver is said to be suffering from memory problems and is on medication.

According to the Yomiuri:

According to the police, the man, who has been taking medicine to treat spasms for about two years, said he did not remember anything moments before the incident.

It sounds like the medication is a red herring. In severe traumatic accidents people often lose the memory of the moment just prior to impact.
