I think it has to do with the fear of tall things falling on people or houses in typhoons coupled with a Shinto culture that reveres nature by micro-managing and controlling it (bonsai)... It seems like a moderate pruning every year would be more appealing than an mutilation every three.. I love new Tokyo stumps..
