Sorry, that line of reasoning sounds familiar... how did Chamberlain's comments from 10 Downing street go again? "My good friends, for the second time in our history, a British Prime Minister has returned from Germany bringing peace with honour. I believe it is peace for our time..."

And your suggestion then is to abandon all hopes of reaching any form of cooperation between NK and Japan and waiting for the impending war?

No, we should be doing something: apply international pressure on the North Koreans to live up to their agreements on nuclear weapons. Although I think the South Koreans need to take the lead on all negotiations, since they have the most to lose in a war with the North.
