In Japan what ambulances are is glorified taxis so the mistake is understandable. Granted the guy is a nuisance, but in a small city like Takamatsu, I doubt his time wasting really threated anyones life. A friend who has works in the ambulance service back home told me that when they get drugged-out or out of control drunks they have been known to beat the shit out of them and give them a real reason to visit the hospital.
