This ruling seems very surprising; especially when set against previous judgements.
MDN: U.S. serviceman convicted of indecently assaulting young girl avoids jail
NAHA -- The Naha District Court handed a U.S. Air Force sergeant stationed in Japan a suspended prison sentence on Thursday after he was convicted of indecently assaulting a 10-year-old girl in Okinawa. The sergeant, Armando Valdez, 28, who faced charges of indecent assault and trespassing, was handed an 18-month prison sentence, suspended for four years. In handing down the ruling, Presiding Judge Nobuyuki Yokota blasted the sergeant's crime against the young girl, saying it caused residents in the area great fear. "It was carried out to fulfill his twisted sexual desires and was malicious. As a crime by a U.S. serviceman in Okinawa, it caused residents in the area great fear," Yokota said. The court convicted Valdez of calling over the girl at about 8:25 a.m. on July 3 in the parking space of a home in Okinawa and, after putting a hand holding a cell phone inside her trousers, forcing her to roll up her clothes and taking cell-phone photographs of her.
