Japanese companies already encourage people to take vacations, but only when there's no work to be done so that it won't upset the company (i.e. never).
Oh, and they're allowed to take vacation when they've completed their contracted hours per week (which are usually astronomical like 160+ hrs per month, meaning that one has to do overtime usually to make up the hours).
Either way, companies here are going to continue to find loopholes to keep salarymen chained to their desks so that shacho can pay off that entire manshon he intends to lease out.
