Uhh, yeah... Adding yet another database of foreigners will really help keep track of those foreigners who don't update their data when they move.

And here I was thinking that they just wanted to make sure they got all the local taxes that they are entitled to from residents.
Mr Kobayashi: First, I experienced a sort of overpowering feeling whenever I was in the room with foreigners, not to mention a powerful body odor coming from them. I don't know whether it was a sweat from the heat or a cold sweat, but I remember I was sweating whenever they were around.

You've got it in one.
Those pesky foreigners move out of their gaijin ghettos soon after they arrive, and move in with several lonely 30-something Japanese women. How is local government meant to get residents taxes from a foreign guy of no fixed address who moves between three different women's apartments?

I'd like to organize a conference for FGs where we demand they do something with our tax money that actually benefits US instead of just imposes more difficulties/irratations...
