It's an old Chinese superstition. I don't know whether it arose independantly in Japan, but I suspect not.

The origin (in China, at least) is that the blind ghosts (which only come out at night, I presume) can follow you by hearing your whistle.
Mr Kobayashi: First, I experienced a sort of overpowering feeling whenever I was in the room with foreigners, not to mention a powerful body odor coming from them. I don't know whether it was a sweat from the heat or a cold sweat, but I remember I was sweating whenever they were around.

Might I also add about

- The increasing proliferation of 'stand alone' ATM's in the UK that charge up to &pound]www.moneysavingexpert.com[/url] which offers loads of useful advice on things like consumer rights, dealing with banks, and good deals, written by a lawyer. It also offers templated letters for dealing with certain issues. Anyone know of anything similar that exists in Japan?

I've got to say, I've never seen 'walking lanes' in a pool before!
