Probably was sold to Boards of Education as well for use in school lunches.

Apparently was. TV last night had it sold in certain Kyoto schools.

Interesting phrasing in a Mainichi FAQ on this issue:

Q: So not all imported rice is contaminated?

A: Right; but since it doesn't suit the Japanese palate, only about 10 percent of it is sold for direct consumption. The rest is used as an ingredient in products like rice crackers and shochu liquor, or as part of foreign aid donations
