Are we talking donkey punch? Read your contract.
Article 25, paragraph 6, section 3: Dinner must be bought and paid for and at least half of the ingested meal must have entered the duodenum before any donkey punches are permitted.

A friend of mine went. Said that it was a lot of "As of today...only today...there is nothing to worry about in Tokyo...I repeat as of today." When the distinguished panel was pressed on "the worst case scenario, with all the disclaimers you want", nothing was offered. No cookies were provided.
