I'm fairly sure it's illegal to receive money to do it without a SEIBISHI license, but I think he's just trying to force his will on me.

There is no restriction in the road and traffic laws aboot the qualification needed for the person who present the car to the shaken, who perform repairs, maintenance, or upgrade.
The road and traffic law recommend having tools on board to perform fix or repairs in order not to be stranded on the side of the road. (albeit doing an engine swap on the emergency lane of the highway is not advised)
