Throwing the blame on parents by saying "you knew or should have known what you were getting yourself into when marrying and having children in Japan" is incredibly unfair to the children.

my sister in law tried to get child support money from her ex-husband that left out on their daughter when she was 9 months... after all the court bs and chasing him up, she (and her father) went to the police. basically said to go to court...
not to mention, that she had to keep the same last name as her daughter (the father's last name) to get all the gov. money and single mother housing. if not, she would have to change her and the daughter's name, refile many court documents, and pay for the process to do all of this with the ward office, gov. housing (like USA Section-8), the court, and the gov. funding division(s).
really fucked situation for the mom (or single parent) to get anything done. keep in mind that single mothers HAVE to be employed to get all this money, housing, etc. so she had to take off weeks of work in that year to get all of this shit done. single mothers have it hard enough trying to get a job that allows them a flex schedule with limited hours and several days off for court.
she ended up having to change jobs 3 times, move apartments, and still not get paid after paying out everyone to get shit done.
in the US, they void your driver's license until you pay the full amount + court fees... dont think that will ever happen here.
