Biglobe (NEC) is a big ISP, you'd think at least they'd make a bit of an effort. I get Hikari TV as well. No English there at all either. Typically they (Biglobe in this case but can apply elsewhere) overservice Japanese customers and pretend non-Japanese customers don't exist.
