Police blame crime by foreigners for worsening public security

TOKYO---
The Japanese police, in a 2003 white paper released Friday, blame organized crime by foreigners for the deterioration in public security.... But while the NPA report highlights crimes by foreigners, alleged Penal Code violations by foreigners comprised only 4% of all alleged crimes in Japan last year ...

Troglodytes, obviously. They live under the surface of Japan, and are not Japanese citizens, but they technically occupy Japan's airspace and therefore are not foreigners. Japanese citizens never commit crimes.

If 4% of the subjects and 1% of the population of Japan are foreigners, doesn't that mean that gaijin are arrested four times as much as Japanese for crimes?... I'm wondering whether that says more about the foreigners or the Japanese police...

The fallacy of these statistics has been proved many times over the years but the one most significant detail you have to remember when reading these 'facts' is *only* gaijin are liable for visa offences.

Take out that number and do the math. Big difference.
