We have prepared the fiscal 2005 budget and a proposal to reform staff numbers as well as organizational structures. Tax revenues substantially increased in fiscal 2004, but the fund cannot be spent up as it comes in. Some of the money must be accumulated as a reserve fund. It is no secret that government entities have so-called "hidden debts." While "hidden debts" are openly acknowledged, there are also "hidden, hidden debts," which Tokyo also has in plenty. With uncertainty on when such debts go out of hand, we have fully encompassed this issue in compiling the new budget.

On Feb. 24, the Tokyo District Court will rule on a sexual discrimination/damages suit, instituted by 131 women in Dec. 2002, against Tokyo Gov. Shintaro Ishihara.
